Xavier Samuel was born in a middle-class family on 10 December 1983, in Hamilton, Victoria, Australia, to Clifford Samuel and Maree Samuel. He is an Australian in terms of nationality and is white.

He spent a major part of his life in Adelaide, South Australia. He has two siblings, a brother Benedict, who is a writer, producer and actor and a sister named Bridget, a stage manager. He received his formal education from Rostrevor College.
